The John F Kennedy Library released tape recordings of meetings on October 22nd, 1962, the day President Kennedy addressed the nation about what came to be called the Cuban missile crisis. Only two hours before President Kennedy went on the air to the nation, he met with the congressional leadership, telling senior members of Congress for the first time about the missiles he had known about for six days. He found members anything but pleased by his handling of the situation. Keep in mind the setting, and the cast of characters, the Soviet Union determined to test the young president, his former Senate colleagues not at all certain Kennedy was up to the test, Richard Russell of Georgia, chairman of the House Armed Services Committee and one of the great barons of Congress, was particularly skeptical. Kennedy had no reputation for seriousness in the Senate. But what we hear in these tapes could be called lessons in leadership, a president set on a course he believed was right, and insisting on the opportunity to try it.
